Louis - as you know, Raster Catalogs are not supported in ArcGIS Pro and the solution is to migrate to a mosaic dataset. This requires a standard license as you know. I do not have a workaround for you with regard to Desktop licensing but the ArcMap 10.7 deprecation schedule has it on Mature Support until Feb 2025 so ArcMap is not going anywhere - you can continue to use it for many years to come.
