I think the original default location for Vista might have been C:\ProgramData\Adobe\Photoshop Elements\Catalogs\My Catalog\catalog.pse7db Again, pse7db being the key one.

2 hours ago I would attempt to do the recommended process to migrate to a new drive or computer: Move Elements Organizer catalog. Try a full backup on an external drive. Try a restore on custom location on the E: drive (after deleting the files as you suggested). I am not sure that will correct your catalog completely
